City Council Work Session, June 12th
Visioning Phase

Meeting Purpose:  On June 12th, 2012, SvR Design Company will update the City Council on the visioning phase of the project.  This visioning phase has been carried out over the past three months and has included meetings with the City, site reconnaissance, stakeholder meetings, and a public open house. This meeting will provide an opportunity for the City Council to comment on information gathered during the visioning phase and confirm that the direction of the project is consistent with community goals and policies. Information gathered during the visioning phase will guide subsequent design phases of this project as concept alternatives and a final action plan are developed.

Project Goal: The Tolt Avenue/SR 203 Corridor Plan project will set a comprehensive 2030 vision for the corridor and provide an action plan for implementation and funding.

Stakeholder Role: Three stakeholder groups were established to support the Design Team in gathering information and data necessary to develop a final corridor action plan. The stakeholder groups are:

  • Community stakeholders: Community stakeholders have been identified by the City.
  • Business stakeholders: All business and property owners along Tolt Avenue and within the project corridor have been invited to participate in the business stakeholder group. Business stakeholders have discussed the importance of supporting and encouraging visitors to explore Carnation’s downtown and making connections to surrounding amenities.
  • Technical stakeholders (alphabetical order): The City and Design Team have identified local agencies that operate in or near the project corridor and whose interest, or coordination, will be important to the goals and success of the project.

Guiding Principles: Developed from information gathered during stakeholder and community meetings.  Principles will inform concept alternatives developed in the next phase of the project.

  • Safe: Providing all users with safe, comfortable access to the City’s many destinations
  • Welcoming: Supporting and encouraging visitors to explore Carnation’s downtown and connect to surrounding amenities.
  • Authentic: Building on Carnation’s assets by embracing a small town feel, agriculture and honoring the River
  • Cohesive: Creating a unified, connected experience along the Tolt Avenue corridor
  • Place-making: Establishing a central space to serve as a city heart or town green
  • Maintainable: Providing a maintainable streetscape that serves the City, business owners, and residents over the long-term.

What we’ve accomplished: The following list summarizes the major accomplishments of the visioning phase and how this will inform and guide the development of concept alternatives in the next phase of the project.

Next Steps: The next phase for the Design Team is to develop concept alternatives. Concept alternatives will strive to meet project goals and principles while addressing major corridor concerns along Tolt Avenue corridor.
